Code Compliance Division

The Code Compliance Division investigates potential violations of the City of Astoria’s Development Code and select City ordinances to support neighborhood livability and preservation.

Our goal is to maintain and improve quality of life through fair, consistent, and equitable enforcement of health, safety, and nuisance standards. Reports involving immediate risks to public health or safety are prioritized.

The City offers several ways to report concerns. If you are unsure which department to contact, please visit the City of Astoria’s “Who to Call” page.

Code Compliance

  • Zoning and land use violations
  • Development without required permits or City licenses
  • Construction in violation of building codes
  • Illegal or unpermitted short-term rentals
  • Overgrown vegetation and noxious weeds
  • Trash, debris, or excessive rubbish on private property
  • Derelict buildings
  • Derelict or inoperable vehicles on private property
  • Obstructed views at streets, alleys, intersections, or driveways
  • Select obstructions in the public rights-of-way (tables, merchandise, misc. items)
  • Lighting in violation of code
  • Illegal or unpermitted signage

Non-Emergency Police

Deals with non-urgent police matters that do not require emergency response. Items Non-Emergency Police handle:

  • Illegal parking (including fire lanes, hydrants, ADA spaces, and no-parking zones)
  • Abandoned vehicles
  • Animal control
  • Noise complaints

Public Works

Public Works maintains the City's infrastructure systems, including streets, water, sewer, and stormwater. They handle issues such as:

  • Street maintenance and traffic control concerns
  • Public water, sewer, and stormwater system issues
  • Drainage, flooding, or stormwater runoff impacting public areas
  • Construction impacts, including erosion, grading, or slope stability concerns
  • Conditions affecting the public right-of-way, including obstructions, road hazards, or visibility issues
  • Work in the public right-of-way, including sidewalk, street or lane closures
  • Damaged or missing street signs
  • Hazardous trees or other unsafe conditions on City property

The City does not mediate private disputes between neighbors, including property boundaries, fences, vegetation, or drainage issues that do not affect public health or safety.
