The Finance Department is open to the public Monday through Friday from 8:00 a.m. to 4:30 p.m. 

LIEN SEARCHES

In accordance with ORS 93.643, the City is required to record certain liens in the County Clerk’s office or provide access by an online electronic medium. The City of Astoria contracts with the Net Asset Corporation to provide internet access to a system called Conduits. This is a fee-based service that most subscribers such as title companies, escrow agents, financial institutions, and real estate professionals utilize in performing searches as part of real estate transactions. 

The current lien search fee is $23.00 for each property search performed. 
If you need one time, or infrequent searches, you may be able to contact a title company to perform the search for you. 

In order to obtain access to Conduits please contact Net Assets Corporation at (541) 485-8876 or info@netassets.net. Prior to access approval, all subscribers will be required to accept all terms of use and agree to pay the City of Astoria for all searches performed.

Utility liens may accrue additional charges; please call for payoff estimates through the closing date.

CITY OF ASTORIA COMMUNITY ORGANIZATION FUNDING OPPORTUNITIES

The City of Astoria is proud to offer three funding opportunities to eligible organizations projects and events within the City of Astoria. This includes two separate grant opportunities as well as an organization funding opportunity. Further information regarding these opportunities are outlined below.

Arts and Culture Program to Promote Tourism Grant

The City of Astoria established the Arts and Cultural Program to Promote Tourism to provide funding to art and cultural events that will increase tourism in the City. Grant funding is provided through the Promote Astoria Fund which receives its fund from Transient Lodging taxes. Please review the below attachments regarding this program.

Promote Astoria Fund - Funding for the Promotion, Development, and Services Supporting Tourism

The City of Astoria established the Funding for the Promotion, Development, and Services Supporting Tourism program to standardize the funding practices that provide funding opportunities for community organizations that  increase tourism in the City. Program funding is provided through the Promote Astoria Fund which receives its fund from Transient Lodging taxes. Please review the below attachments regarding this program.

Community Organization (Social Services) Grant Program

The intent of this program is to provide a grant opportunity to well established, not for profit social service organizations within the City of Astoria community who provide essential services to residents of Astoria. 

Grant applications are due February 27, 2026; 5:00 PM

Key Dates

  • February 27, 2026: Applications due. 
  • March 5, 2026: Promote Astoria Fund- Funding for the Promotion, Development, and Services Supporting Tourism budget committee meeting to review applications.
  • March 10, 2026: Community Organization Grant Program budget subcommittee meeting to review applications.
  • March 12, 2026: Arts & Cultural Program to Promote Tourism Grant Program budget subcommittee meeting to review applications.
  • April 21, 2026: Budget Committee meetings will begin.

An election for the offices of Councilor for Ward 2 and Councilor for Ward 4 will be held at the November 5, 2024 General Election.

Candidate Filing

Candidates may file for these positions beginning on Wednesday, June 5, 2024. The last date to file for positions is by 5:00 PM, Tuesday, August 27, 2024.

To have your name placed on the ballot, a candidate must:

  1. Be a registered voter
  2. Be a resident of the City of Astoria since May 12, 2024 AND be a resident of the Ward for which you are filing.
  3. Submit a petition with the signatures of registered voters as follows:

Ward 2: 10
Ward 4: 12

The City Charter and ordinances allow for signatures in lieu of a filing fee. An approved and completed petition must be filed no later than 5:00 PM on August 27, 2024.
