The Finance Department offers a wide variety of services to the general public and to other departments of the City. The major activities include: utility billing, payment receipts, accounts receivable, payroll, purchasing, accounts payable, processing financial data, financial planning, budget preparation, cash management and maintenance of official City records.
Services to other departments include financial control through the budget process, receipting and accounting for Municipal Court receivables, and management of official minutes for the City Council. Finance also issues keys to most buildings and facilities, and provides accounting and other miscellaneous services to other departments.
The Finance Director is responsible to the City Manager. The staff consists of the Finance Director, Assistant Finance Director, Financial Reporting Manager, 2 Staff Accountants and 2 Accounting Clerks.
The Finance Department is open to the public Monday through Friday from 8:00 a.m. to 4:30 p.m.

In accordance with ORS 93.643, the City is required to record certain liens in the County Clerk’s office or provide access by an online electronic medium. The City of Astoria contracts with the Net Asset Corporation to provide internet access to a system called Conduits. This is a fee-based service that most subscribers such as title companies, escrow agents, financial institutions, and real estate professionals utilize in performing searches as part of real estate transactions.
The current lien search fee is $23.00 for each property search performed. If you need one time, or infrequent searches, you may be able to contact a title company to perform the search for you.
In order to obtain access to Conduits please contact Net Assets Corporation at (541) 485-8876 or info@netassets.net. Prior to access approval, all subscribers will be required to accept all terms of use and agree to pay the City of Astoria for all searches performed.

The City of Astoria established the Arts and Cultural Program to Promote Tourism to provide funding to art and cultural events that will increase tourism in the City. Candidate Filing
Candidates may file for these positions beginning on Wednesday, June 5, 2024. The last date to file for positions is by 5:00 PM, Tuesday, August 27, 2024.
